The phrase “damming with faint praise” just came to mind.

Hey, Star Trek’s always been at its best on television, but I still like seven out of twelve movies. And the main reason why Insurrection’s so good is that, well, it honestly feels way more like a feature-length episode of the television show than any other Star Trek movie ever has.

(Which is precisely why, when evaluated on its own as a movie... Yeah, I get why people don’t like it.)

I pretty much think of it as the last episode of Star Trek: The Next Generation, the actual television show. Evaluated as such, it works, at least for me. I’m not in complete agreement with the author, but this review does a decent-enough job of summing up my feelings on it:

This movie, like all the TNG movies, has so many flaws that I cannot ignore. And since you’re seeing it as “the last episode of ST:TNG”, that makes the movie even more flawed. Picard is completely out of character compared to his TNG counterpart. He was a diplomat and a dignified, well-spoken peacemaker who only diverted to violence if necessary. He was never a badass action-hero type character who says catchphrases and shoots things (First Contact has this problem too).

That’s one of many flaws, like every time Riker gets the Enterprise, it gets damaged or something (Generations). I defer the rest of my argument to Mr. Plinkett, who shares my sentiments on the film, and the rest of the TNG films:

Granted, I will admit Insurrection had charming scenes, like Data going Asimov on us. But it’s a 6/10 film at best. Not the worst of the Trek films, but not the best either. The worst has to go to Into Darkness. Damn WOK-Super Tribble-Edgy-Rip Off-Copy Cat.

Oh, I agree entirely with your interpretation of Picard’s character - it’s precisely why he’s not just my favourite Captain, but my favourite Star Trek character generally - but that’s actually part of why I like Insurrection; we see far more of actual Picard, in and amongst all the Die Hard bollocks - note: I like Die Hard, but it has no place in Trek, and particularly not TNG - than in any other TNG movie. He’s still not the cultured diplomat and paragon of enlightened 24th century humanity that the TV series presented, but he’s closer than any other big screen Trek movie managed.

And, as someone who thinks TNG is basically the best thing to ever happen to television, ‘closer-to-Picard’ is still enough to earn a lot of points with me, particularly as I’ve never had as much affection for the TOS crew, and they got most of the more objectively decent Star Trek movies.

I didn’t so much mind - or notice - the Riker thing.

Into Darkness is certainly my most-disliked Trek film, but then, I don’t really think of 2009 and ID as actual Star Trek. They’re hyperactive Star Wars audition tapes wearing Trek’s skin, and don’t really pretend otherwise. (Note: I have no problem with people liking them, and I’ve always hated, ‘You’re not a true fan’ type bollocks, and so never engage in it. I just find them antithetical to, well, everything I’ve ever valued about Star Trek, personally.)
